Everything is talked about; much is attempted in a piecemeal, slap-dash, impulsive fashion; inconsiderably little is brought to any conclusion whatsoever; while nothing, or next to nothing, is considered on its merits, and carried through thoughtfully to a clean and abiding settlement....
